ESSENTIAL DUTIES:
- Corrects line work; creates and corrects Uniform Property Code (UPC) numbers; creates polygons for the GIS parcel layer; scans plats and old maps for digitizing into parcel layers; and corrects data identified in queries and reports.
- Monitors large format equipment and replaces ink and paper on large format printers when necessary; performs basic office computer skills required to perform work tasks.
- Creates and submits quarterly reports as required and requested: meets with supervisor to discuss, review and evaluate work performed.
- Coordinates with the e911 Rural Addresser, researches property owner information using a variety of databases and reviews and evaluates landowner information and maps. Parcel data and e911 data are shared between departments.
- Keeps apprised of various changes related to planning and zoning and provides administrative GIS support for the Planning and Zoning Commission as needed.
- Plots and updates county maps, updates and creates property record cards, and updates assessment records in accordance with recorded surveys, plats, and deeds.
- Performs work on special projects, as directed, including researching, creating spreadsheets, correcting and updating information in the assessment system.
- Assists the public in person and over the telephone to obtain accurate information and locations on properties including maps, property ownerships, property values, acreages, deeds, and real estate contracts.
- Assists data entry staff with questions and concerns pertaining to property records which includes researching deeds, real estate contracts, sales affidavits and questionnaires.
- Design and coordinate development of integrated GIS databases of spatial data.
- Develop analyses and presentation of data, applying knowledge of geographic information systems and map projections
- Review existing and incoming data for quality and documentation; entry of data into database, application of coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning and automatic conversion to vectors, and conversion of other sources of digital data
- Maintains and updates databases using GIS software
- Image rectification/georeferencing and image manipulation
- Develops and maintains links between various databases
- Determine effective presentation of information and select cartographic elements needed
- Create output, such as maps and graphs, using computer and geographic information system software and related equipment, including plotters
- Compile digital data needed to produce maps; convert data as necessary
- Determine methods to analyze spatial relationships, including adjacency, containment, and proximity; display results of analyses using maps, graphs, and tabular data
- Spatial Analysis/mapping/modeling/reporting
- Assist the public, our office and other departments with our mapping software.
- Regular attendance is an essential duty of this position.
- The duties of the Mapper are not limited to those set forth above. The employee will perform such functions, duties and assignments as given by a supervisor, consistent with ability, background and expertise.
Minimum Qualifications
Education and Experience:
- Associates Degree in Geographic Information Systems (GIS), Geography, Planning, or related field required.
- Four years of experience working with GIS systems that includes experience performing GPS mapping functions, converting data into GIS layers, and digitizing maps and plats; preferably in a public sector environment required.
- An equivalent combination of education and experience will be considered.
- Demonstrated Geographic Information Systems experience is required.
Certifications, Skills and Licenses:
- Valid New Mexico driver's license.
- Understanding the basic use of Global Positioning System (GPS) and how to configure and maintain it; and using products such as Trimble Pro XRS/ Pro XT and Topcon GMS2 GPS satellite tracking receivers.
- Working with and understanding various government planning, building inspections, construction, addressing, mapping, or related functions in order to perform assigned duties.
- Reading various types of maps, plats, deeds, surveys, blueprints, construction drawings and related material.
- Making technical computations and interpreting property descriptions.
- Using data to create, revise, or update maps or other related material.
- Operating and maintaining large format printers and scanners.
- Communicating orally with customers, clients, and the public in face-to-face one-on-one settings or using a telephone.
- Utilizing personal computer software programs and other relevant software affecting assigned work and in compiling and preparing spreadsheets and other required documents.
- Establishing and maintaining effective working relationships with staff, management, outside agencies, community groups and the general public.
- Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
- Responding to inquiries and in effective oral and written communication.
- Paper to digital conversion techniques (scanning and digitizing)
- Conflation and rubber sheeting

- Image file format knowledge including knowledge of advantages and disadvantages of different formats, particularly when used in paper to digital conversions
- Cartographic standards
- ESRI products (Desktop, Server, Developer, and Mobile)
Mental Functions/Requirements:
- Written/verbal communication skills, written and verbal English language proficiency is required.
- Demonstrated experience with ESRI products is preferred.
- Experience in public and private sector assignments preferred
- Experience in complex application development projects; multiple types of business functional areas, multiple types of interorganizational issues to be considered, and multiple types of information technology components used
- Experience in coordinating major map projects with appraisers, surveyors, PTD, county departments and public
- Spatial analysis techniques in both raster and vector GIS
- Wide variety of data format and data conversion knowledge
- Remote sensing and imagery; field collection
- Knowledge/experience with other commercial and open source GIS software packages such as Post GIS and PostgreSQL
Physical Demands / Work Environment:
- Work is performed in a standard office environment with some outside field work.
- Work may be performed in a temporary remote location.
- May be exposed to temperature extremes, noise factors, vibrations and electrical hazards associated with operation of computer equipment. May also be exposed to natural weather conditions when working in the field.
- Required to use stairs, elevator or escalator during performance of essential duties. Exposed to normal driving hazards.
- Work is primarily conducted during daylight hours, but some duties and attendance at meetings may occur in non-daylight hours.
- Works alone with or without direction or with other people in a select group.
- Worker may be exposed to dusts, pollens, grass, weeds, mists, etc., while working outdoors. May also be exposed to wild and domesticated animals and other naturally existing hazards in rural areas.
- Worker must be able to lift 75 pounds.
