ESSENTIAL DUTIES:

  • Under the Direction of the Assistant Director, position serves as ranking supervisor and a member of the Detention Center Command Staff.
  • Responsible for security within the Detention Center. Specific duties include but are not limited to: Supervise, direct, manage and evaluate assigned staff; oversee the maintenance of discipline and security among a large number of detainees; maintain a variety of records; review and prepare reports; analyze situations quickly and objectively and carry out a proper course of action; interpret court paperwork and orders.
  • May serve as ranking supervisor on duty when Assistant Director and Director are not physically present in the facility.
  • Responsible for operations and oversight of security and control, professional standards compliance and training.
  • Ensures proper execution of operational processes. Plans, schedules, coordinates and supervises activities of assigned sections within the detention center facility; monitors and evaluates operations; directs or prepares reports detailing operations and activities; recommends and assists with developing and/or revising policies, programs and philosophy of the Detention Center.
  • Maintains a healthful and secure environment for the detainees housed in the Detention Center in accordance with established policies, regulations and procedures along with complying with professional standards.
  • Maintains working knowledge of rules and regulations concerning detainee population as well as Lea County Policy and Procedure Manual, Detention Center Policy and Procedure Manual, Officer Standards of Conduct and Inmate Rules and Regulations; enforces same.
  • Collaborates with division leaders within the Detention Center on policy, detainee supervision and operations to focus on streamlined processes and develop efficient workflow processes and procedures.
  • Conducts initial investigation of citizen and detainee complaints against members of the Detention Center staff; completes reports and recommends corrective action as necessary to resolve complaints; responds to grievances.
  • Assists with developing the Detention Center's conceptual and long-range plans and annual operating budget with particular emphasis on assigned divisions; monitors budgetary expenditures; tracks department statistics and evaluates performance measures and processes to improve Detention Center operations.
  • Performs additional duties as assigned, including duties of subordinates when necessary, and any post orders; follows chain of command.
  • Shift work, rotation of shifts, and irregular hours and overtime may be required.
  • A Lieutenant may be assigned to an adult section or juvenile section as needed. No supervisor is guaranteed work in just one section or for just one shift to the exclusion of the others.
  • Maintains confidentiality and security for special assignments. Researches, compiles, assimilates, and prepares confidential and sensitive documents. Commits to the highest level of confidentiality for information received and reviewed.
  • Must maintain a telephone for 24-hour use.
  • May be called on to provide testimony in courts of law. May be required to participate in or prepare cases for internal hearings.
  • Maintains responsibility for preparation and oversight of documentation and paperwork including incident reports. Compiles and maintains records, statistical information, and reports. Prepares additional written reports as required by accreditation, law or supervisors.
  • Maintains ongoing records of assigned personnel and their performance and corresponding documentation. Initiating corrective or disciplinary actions as needed.
  • The functions of a Detention Lieutenant are not limited to those set forth above. The employee will perform such functions, duties or assignments as given by the Assistant Director or Director.

MINIMUM QUALIFICATIONS:

  • Education:
  • High School diploma or GED required.
  • Degree from an accredited college or university in a related field preferred.
  • Specialized training in law enforcement or corrections highly recommended.

Experience:

  • Must be at least 21 years of age.
  • Three (3) years of increasingly responsible experience in corrections, criminal justice, law enforcement, or public safety services.
  • Three or more years' experience in law enforcement, corrections or detention highly desirable.

Certifications, Skills and Licenses:

  • Valid New Mexico driver's license.
  • Certification in required correctional officer training.
  • Ability to communicate orally and in writing in English.
  • Good communications and public relations skills required. Skill in public relations with individuals and groups on a wide variety of topics in a wide variety of settings. Strong interpersonal communication skills, including writing and public speaking ability commensurate with senior and executive management team level and the ability to work professionally with persons at all levels, including chief justices, judges and court personnel, criminal justice professionals and to maintain effective working relationships.
  • Ability to plan, organize, prioritize and perform complex administrative tasks; to accept responsibility and make independent judgments; to properly handle confidential matters.
  • Knowledge of legal and ethical issues related to detainees' rights.
  • Proficiency using the full suite of Microsoft Office technologies, Excel software, Zoom and other virtual platform conferencing technologies; experienced and comfortable with using presentation, teaching, and delivery technologies; comfortable and familiar with design and development technology.

Physical Functions/Requirements:

  • Ability to stand and/or walk up to eight hours at one time, and eight to ten hours total per day.
  • Ability to sit up to four hours at one time and eight hours total per day.
  • Ability to crouch, kneel, bend at waist and twist/rotate at the waist as needed to perform essential duties.
  • Ability to work with arms extended or bent for up to four hours at one time and eight hours total per day.
  • Ability to lift items weighing up to an estimated 40 lbs. from ground to waist level frequently, from ground to shoulder level or overhead occasionally.
  • Must have vision correctable to 20/20 and no color blindness.
  • Ability to buddy carry an detainee in case of emergencies.
  • Must be able to physically restrain an detainee when necessary. Must be able to assist a disabled detainee in showering and other personal needs.
  • Ability to climb and descend stairs several times a day and on a daily basis.
  • Ability to carry approximately 8 lbs. on waist all day.
  • Ability to push or pull a disabled detainee in a wheelchair.
  • Ability to grasp and manipulate objects in order to perform essential duties such as writing; depressing buttons, switches and keyboard components; operating controls and consoles; and similar functions.
  • Ability to drive a vehicle with automatic transmission on an occasional basis.

  • Must possess basic math skills to deal with money and bonding procedures.
  • Must be able to learn to operate a computer for documentation and recording purposes.
  • Must be able to work under extreme circumstances at times and under pressure and stress most of the time.
  • Must be able to use tact and courtesy in working with a wide range of individuals, including the public, often under tense circumstances.
  • Must demonstrate sufficient and adequate mental and emotional stability in order to meet the rigors of a supervisory position.
  • Must be knowledgeable of relevant traffic laws and regulations.

Other:

  • Ability to perform essential duties and adapt to working conditions.
  • No history or pattern of reckless driving, DWI or irresponsible driving in the last five years.
  • Must have no felony or misde­meanor convictions involving moral turpitude, violence, illegal drug distribution or dishon­esty.
  • Must be bondable.

WORKING CONDITIONS:

  • Performs work mainly indoors; however, outdoor work may be required on certain assignments, such as during detainee recreational periods and transportation.
  • Indoor work is performed in a controlled temperature environment; however, may be exposed to natural weather conditions while on outdoor duty.
  • Indoor work is generally performed on an even tiled or concrete surface which is normally dry. May on occasion be wet, slippery or contaminated with body fluids, spilled food and other substances. Outdoor work may be performed on natural ground, asphalt or concrete surfaces which may be dry, wet, slippery or contaminated.
  • Workers are exposed to poor ventilation due to enclosed conditions and may be exposed to unpleasant odors resulting from poor detainee personal hygiene. Performs work on flat hard surfaces. May be required to climb stairs or use elevators while on duty.
  • Work may be performed at any time during the 24-hour day depending on shift requirements.
  • Some duties are performed alone, while other duties are performed as part of a team.
  • Employee may be exposed to the following hazardous conditions: constantly subject to injury, death or hostage situations; exposed at all times to infectious diseases carried by detainees; constant high levels of mental, emotion­al and physical stress.
